similar to those which His Majesty's Government contemplate enforcing upon British ships. The question is one, however, which should be discussed in connection with the general problem of the opium traffic in Persia. It is understood that this question was dealt with at the recent meeting of the Opium Advisory Committee of the League of Nations, The Secretary of State for Foreign Affairs has not yet been informed of the decisions at which that body arrived in this matter; it is possible that they may have some bearing on the point at issue. In any case he would suggest that, if the Persian Government are to be approached in the matter, it is desirable that, if possible, the initiative should be taken by the League of Nations rather than by His Majesty's Government.
